Contract Terminated with Turkish Contractor on ₾228 Million Grigoleti-Kobuleti Road Project — Infrastructure Minister Confirms

The Ministry of Infrastructure has officially terminated its contract with the contractor responsible for the construction of the Grigoleti-Kobuleti road project. The Turkish joint venture POLAT YOL & MAPA was handling the ₾228 million project, which is co-financed by the European Investment Bank (EIB).

“Today we are in Guria, where we inspected all infrastructure projects implemented by the Ministry. We also visited the highway, where the contractor on the Grigoleti-Kobuleti section failed to meet its contractual obligations. A formal notice of contract termination has already been sent,” said Revaz Sokhadze, Minister of Infrastructure. “We are now actively working to resume construction under a new contract and aim to complete the project within this year.”

According to the Ministry, the termination stems from the contractor’s repeated failure to fulfill key obligations, despite multiple deadline extensions. As a result, all contractual penalties will be enforced, and the company will be required to compensate for the damages.

The Grigoleti-Kobuleti road is a 14-kilometer section of the E70 international highway. Construction began in 2019 and was originally scheduled for completion in 2021. However, at the contractor’s request, the timeline was extended twice — without successful completion.

The project includes:

  • A 14-km four-lane asphalt-concrete highway

  • 22 overpasses

  • 4 transport interchanges

  • Water pipes and underground passages

To date, 11 kilometers of the road have been opened to traffic, while work on the remaining 3 kilometers has faced significant delays.

Once completed, the road will directly connect the Samtredia-Grigoleti Expressway with the Kobuleti Bypass, significantly improving regional traffic flow and transit connectivity.
