AYFB Calls on GSE to Take Responsibility and Rigorously Answer Current Questions
The Association of Young Financiers and Businessman addresses JSC Georgian State Electrosystem (GSE) to take responsibility and rigorously answer current questions.
As the organization announced, AYFB started examining current and planned projects carried out around the high voltage power transmission infrastructure and within this framework, called on the GSE to publish the information about the latter subject.
The information should have pointed out the timing of implementation, details of the investment volume, technical indicators for each project, and the list of donor organizations who are implementing ongoing and planned projects.
As it turned out, GSE did not consider itself obliged to provide the required information to the organization. According to them, GSE is not an administrative organ and does not operate within the framework of state or local fundings, therefore, it is not subject to the requirement of access to public information established by the General Administrative Code.
They only gave us several links from their webpage, with which, we would be able to have answers to our questions. However, we already went through this decision before requesting public information. As the available information was provided with incomplete answers of interest to us, we, therefore, requested detailed information.
According to the AYFB, GSE's decision points out that the problem of transparency in the energy sector is acute today. Therefore, the organization once again addresses GSE to take responsibility and provide the public with the requested information so as the public knows the status of projects launched under the agreement with KFW, the World Bank, IBRD, and other international organizations.
AYFB Also starts examining the matters of reliability and maintenance of high voltage power transmission infrastructure.
Since the transmission network has vital importance in the context of energy security and independence, the reliability of high voltage transmission infrastructure should be studied in detail.
It is also a significant matter to reduce the risks of accidents as much as possible during import and export and therefore, lower the loss of electricity.
Within this subject, AYFB also calls on GSE to provide information on the number of accidents occurred on high-voltage transmission network during 2016-2021 years, as well as the information on accidents in the connecting network of neighboring countries. It is important that the information should be providing details with the specific dates (day, month, year) of each accident.
