Eagle Hills Signs Framework Agreement for the Development and Construction of Residential and Tourism Communities in the Syrian Arab Republic with the Ministry of Public Works and Housing
Eagle Hills has signed a framework agreement with the Ministry of Public Works and Housing, acting on behalf of government entities, for the development, construction and delivery of several residential and tourism community projects across various governorates in the Syrian Arab Republic, beginning with Damascus Heights in the Syrian capital and Latakia Yachts & Marina on the Mediterranean coast.
The agreement establishes a framework for cooperation on the planning and development of these projects, drawing on Syria’s economic and tourism strengths and local expertise, while considering the character of each site and its infrastructure and service requirements.

Plans for Damascus Heights include homes, shops, hospitality and business facilities, alongside schools, healthcare facilities, green spaces and services for residents. Latakia Yachts & Marina is planned as a waterfront destination centered around a marina, with homes, hotels, branded residences and leisure facilities. During development and operation, the projects are expected to support economic activity and tourism, create employment opportunities in construction, hospitality and services, and add housing, community facilities and tourism amenities. Syrian talent and businesses will play a central role in developing and operating both projects, creating opportunities for contractors, suppliers and service providers, supporting local supply chains and small and medium-sized enterprises, and contributing to skills development and knowledge transfer.

Following the signing of the agreement, both projects will move into the implementation phase, with preparatory and construction works expected to commence soon in Damascus and Latakia.
