Giorgi Kakauridze: National Center for Disease Control Has Submitted No Tobacco Tariffs Document

The National Center for Disease Control (NCDC) of the Healthcare Ministry is working on tobacco tariff control policy and tobacco excise growth issues.

NCDC Head Amiran Gamkrelidze told the BPI that the developed document that comprises certain recommendations on tobacco tariffs has been forwarded to the Finance Ministry.

Regarding the issue the CBW has contacted Minister of Finance Giorgi Kakauridze. He explained that the Ministry has not received similar document.

-As reported, a workgroup was created and its has proposed several mechanisms to the Ministry of Finance for tobacco tariff control and excise growth. According to our information, the mentioned workgroup unites the Health Ministry and the National Center for Disease Control. Do you think the Health Ministry and its subordinate departments have enough competences to develop tobacco tariff fiscal policy?

-They have not submitted tobacco tariff control and tobacco excise growth variants. If they submit similar mechanisms, the Ministry of Finance will discuss them.

– Is it planned to increase tobacco excise in the near future?

-Tobacco excise will increase only as part of the Georgia-EU agreement obligations for adjusting the Georgian legislation with the EU instructions.

– Amid the current economic situation in Georgia, do you find it reasonable to increase tobacco excise and set regulations on it? Will these decisions affect the state budget and how?

-Tobacco excise will increase only to satisfy the Georgia-EU agreement calling for adjusting the Georgian legislation with the EU regulations.
