Budget of Tbilisi to Exceed 1 Billion GEL in 2019

Tbilisi City Municipal Assembly has approved the budget of the capital. The total amount of the budget for 2019 is 927,6 mln GEL, which exceeds the initially approved budget of the last year (861,6 mln GEL) by 66 mln GEL.

As the Mayor of the capital, Kakha Kaladze stated, Tbilisi budget of the next year will be over one billion GEL.

“It is important, considering that we will have an opportunity to implement greater number of interesting projects for Tbilisi. 38% of this budget will be spent in infrastructural projects, as many districts, streets and neighborhoods still need to be improved. About 35% or more will be spent for health and social needs. Unfortunately, there are still many families in Tbilisi, who are in dire financial straits and need the support of the Government.as well as Municipal Assembly most of all. Consequently, the budget has been increased by 20 mln GEL in this direction” – Kakha Kaladze stated.

In 2019, minimum 75 mln GEL, as well as remaining carry-over funds will be added to the approved budget in the form of special transfer.

As the Vie- Mayor of the capital, Irakli Khmaladze stated, out of 927 mln, the revenue part makes 900 mln GEL. Out of this amount, about 658 mln GEL is the tax part; grants – 51 mln, and other revenues make 190 mln GEL, which is increased by 20 mln GEL as compared with the previous year.

“The revenue part includes the value added tax and property tax. Property tax in 2019 as planned, exceeds the previous year by 25 mln GEL, and funding in VAT component is 473 mln GEL. This component has substituted the equalization transfer. Besides, out of 51 mln GEL, 50 mln GEL is a special transfer from the state. In some directions, we have increase in revenue part – it is sale of goods and services, which is planned in the amount, exceeding previous indicator by 15 mln GEL” – Irakli Khmaladze stated.

328 mln GEL is provided for social and health protection, which exceeds the budget of the last year by 21-22 mln GEL.

As the Vice Mayor stated, funding, allocated for breast cancer prevention and management, socially vulnerable multi-child families, compensation for broken homes of socially vulnerable residents and soup-houses increases.

Next year, 357 mln GEL is provided in the budget for infrastructural projects.

“In infrastructural direction, we had approved primary part of 338 mln GEL in 2018, which was increased by 44 mln GEL during the year, and in 2019 we approve 357 mln, which will increase by 75 mln GEL during the year. In this regard, I would like to tell you that 2019 will be the first year, when Tbilisi budget will exceed 1 bln GEL. I would also like to stress, that the Municipal Assembly approved Tbilisi budget in the amount of 927 mln GEL for the first time. Certainly, Tbilisi budget has never had such high indicators and it provides grounds to state and assure you that the year 2019 will be even more beneficial and fruitful for the city, than the year 2018” – Tbilisi Vice- Mayor stated.

In his words, funding of pre-school establishments will increase by 51 mln GEL.

“51 mln GEL, i.e. this difference constitutes the part of capital as well as current expenses and the operational expenses, which the kindergartens had initially and it wasn’t reflected in the budget. Besides, in 2019, 11 new kindergartens will be built and 23 mln GEL is envisaged for this purpose, and 20 mln GEL is provided for substitution, strengthening-reconstruction works of damaged kindergarten buildings” – Irakli Khmaladze mentioned.

As Irakli Khmaladze stated, in 2019 the Municipality plans construction and rehabilitation of bridges and tunnels, for which about 23 mln GEL is provided, including reconstruction works of bridges of Gldanula river, which will cost about 4 mln GEL; construction of road bridge, connecting University Street and Tskneti Highway, which will cost about 8,3 GEL; rehabilitation of Vakhushti Bagrationi bridge, tunnel near “Radisson” Hotel, rehabilitation works of underground road crossings; rehabilitation of underground crossover on Heroes’ Square, which will cost about 4 mln GEL, as well as construction and reconstruction of floodwater and water drainage network and construction of floodwater collector, which, in total, will cost over 9 mln GEL; rehabilitation of Kakheti Highway, as well as completion of rehabilitation works of Orbeliani Square, Dry Bridge and Gudiashvili Square.

In 2019, construction of two new multi-functional sport complexes will also start; rehabilitation of tennis courts on Saburtalo and in Vake Park will be carried out; rehabilitation works of Ilia Chavchavadze Avenue will be funded; full rehabilitation of Khizanishvili and Vekua Streets in Gldani district; construction of a new road, connecting Machavariani and Gelovani, for which 18 mln GEL will be envisaged; rehabilitation works of one more historical area – Pirosmani Street – will start; rehabilitation of Gorgasali Street and refurbishment-rehabilitation works of Youth Palace will start, for which 8 mln GEL is envisaged.

At the end of revision of the Draft Budget for 2019, Mayor of the capital, Kakha Kaladze delivered a speech. He Thanked Tbilisi City Municipal Assembly, his fellow team members, opposition and the city population and mentioned that the Budget of 2019 will allow implementation of even more projects.

“I would like to thank Tbilisi City Municipal Assembly, my team members, even opposition, for allowing me to familiarize Tbilisi population with the outcome of one-year work, which we did and made together. Of course, one year is not sufficient for resolution of all problems, existing in the capital city, but we can say that we made solid foundation for proper and sustainable development of the city in number of directions.

When you make frank, diligent, loving utmost efforts to do maximum for your city, believe me, that the population sees it and makes steps towards you. It contributes to advancement of our common business and I can mention number of such examples. I can feel it at every step, in the process of resolution of every problem and it fills me with positive energy, energy for doing even more important, larger-scale and much needed deeds, to the only thing I believe and I would like to, is that 2019 shall be even more active year so that we manage to resolve even more problems, implement more projects, than the budget, presented today, envisages” – the Mayor of the capital mentioned.

Besides, Kakha Kaladze expressed his hope that, with the support of the population he will be able to realize ambitious plans, provided in the Budget for 2019.

“You can see that the plans, provided in the Budget for 2019 are quite ambitious and it is really one of the best budgets out city has had in recent years. The year 2019 will be even better year and we,, altogether, shall make Tbilisi more comfortable to live in, with improved infrastructure in all districts, neighborhoods, streets. I believe that we will manage it with united efforts and support from population, which we can feel in every-day regime and it imposes huge responsibility on us to serve Tbilisi, each citizen of Tbilisi, disregarding their political views. That is exactly why we are in the Government, that’s why majority votes for us – because we don’t divide the society in followers of “those” and “these”. We all can remember well, where division brought us and the years, when the population was divided in certain groups and followers of political parties, will never come back to Georgia. We have to do everything to unite the society, as we face serious external challenges and have to respond to it with uniform efforts” – stated the Mayor of the capital city.
